The survey was ordered by the local court on a petition filed by Vishnu Shankar Jain. Jain claims that the mosque was built by Mughal emperor Babar by demolishing the Harihar temple.

The authorities are taking special precautions in view of the communal sensitivity of the area. An incident took place in this mosque in 1976, in which a person from another community was killed by a person from another community.
